General secretary of the United States Football Association for more than a decade. Armstrong became secretary of the USFA in 1931 and served in that position until 1943, being particularly involved in the United States efforts in the 1934 World Cup and the 1936 Olympic Games. Had earlier been manager of the New York Nationals and New York Giants teams of the American Soccer League and was secretary of the ASL from 1924 to 1928. Inducted in 1952.
