The first American to serve as an official at the World Cup. Garcia, who was born in Spain and emigrated to the United States as a child, was a linesman at four games of the 1950 World Cup, two in the group stage and two in the final group. Garcia refereed in the Municipal League of St. Louis from 1937 to 1957 and was a founder of Missouri Referees Association. Inducted in 1964.
